One of my friends, who was studying for IAS in Delhi, said that whenever he or his colleagues at the coaching institute passed by Shah Jehan Road and this building, they did a 'namaskar' - this was their mandir, their shrine. Every aspirant dreams of coming to this building for the final Interview, and dreams of clearing that last hurdle.

UPSC performs many functions, but in its role as a recruiting agency for the civil services in the country, as well as various defence services, it touches the lives of millions of highly educated youths throughout the country. Right from publishing the Notification for the Preliminary Exams, to the issuing of the admit cards, to the actual supervision of the exam at hundreds of centres spread all over the country, each of us comes across the UPSC.

An agency like UPSC at the national level is present in almost all nations where the bureaucracy is based on meritocracy. From a group of eligible aspirants, such an agency has the unenviable task of choosing the best to serve the purposes of the country. The UPSC is a constitutional authority as its formation is mandated by the Constitution of India. Part XIV guides the working of the UPSC.
